As founder, president, and chief executive officer of PureRain Tanks LLC, Mr. Bate is a recognized authority in storm-water management and a pioneering force in sustainable infrastructure development across Texas and the southern United States.

Mr. Bate founded PureRain in 2022. Foreseeing the need for environmentally conscious water solutions amid rapidly growing urban and rural demands, he has led the company through continuous innovation and expansion, earning the trust of municipalities, commercial developers, and civil contractors. He currently holds four patents related to underground detention and modular water retention systems—technology designed not only for storm-water mitigation but also for fire prevention and emergency water access in under-served communities.

With over 25 years of experience in civil utility infrastructure and construction management, Mr. Bate brings a comprehensive technical and regulatory background to his leadership role. He is a graduate of the Texas A&M Engineering Extension Service (TEEX), where he completed advanced coursework in Infrastructure Disaster Management and Recovery, further refining his capabilities in emergency response and public safety design. His professional credentials include Certified Construction Manager (CCM), Certified Professional Constructor (CPC), and Certified Financial Management for Project Managers (FMPM)—a suite of certifications that underscore his multidimensional expertise in engineering, leadership, and project delivery.

Mr. Bate’s approach to leadership is informed by a deep-rooted sense of family and service. A lifelong goal to become a firefighter—originally pursued at the start of his academic career—ultimately led to the fulfillment of that dream when he earned his TDI Fire Suppression License in 2014, licensed through the Texas State Fire Marshal’s Office. He has volunteered for more than a decade with his local fire department and continues to serve his community through initiatives such as the Houston livestock Show and Rodeo, where he supports youth development, agriculture, and local heritage.

His professional affiliations include the American Society of Civil Engineers, the Institute of Highway Engineers, and several regional organizations dedicated to water supply, construction education, and rural infrastructure advocacy.

Mr. Bate attributes much of his success to the strong foundation laid by his family. His mother, a trailblazing entrepreneur and founder of ITCA, a prominent tank and logistics association at the Port of Houston, showed him the value of vision and resilience. His father provided steady encouragement and work ethic, while his uncle—owner of a major civil construction company managing over 100 employees—served as a direct role model for operational excellence and leadership in the construction field.

Looking ahead, Mr. Bate remains focused on environmental stewardship, particularly in expanding access to safe, sustainable water infrastructure for under-served populations. Through his growing involvement with nonprofit initiatives like Into Water, he is committed to advancing awareness around rainwater harvesting, fire readiness, and responsible development.

Above all, Mr. Bate’s greatest legacy is the one he’s building for his son, Hayden. As a father, mentor, and leader, he continues to live by the values of humility, integrity, and purpose—whether on the job site, in the boardroom, or around the campfire.
